Raymond was born in Singapore in 1950 to parents who
migrated to Singapore from Shantou, China. In 1970, Raymond won a
Singapore Navy scholarship to attend the Britannia Royal Naval
College in Dartmouth, United Kingdom. There, he received training as
a Naval Officer as preparation for his role in the newly established
Singapore Navy. Upon his return to the Singapore Navy, he rose to
the rank of Captain and served as Commandant of Singapore’s only
Naval Base until 1981. Raymond Ng also holds a Master Mariner
Certificate from Cardiff, Wales.
Raymond made his
first-ever trip to China in 1981 and spent almost a year in Shantou,
a Southern Chinese port city. During his time there, Raymond
experienced first-hand the beginning of China’s gradual opening up
to the outside world. Then, Shantou was one of the four special
economic zones in China. Working in a shipping company based
in China, Raymond was involved mainly in cargo
shipping.
In 1982, Raymond ventured
into marine salvaging, a new area in the maritime industry, by
joining a marine salvage Company in Singapore, Selco Salvage
Limited. At that time, Selco Salvage Limited was the third
largest marine salvaging company in the world. During his 9
years in the marine salvaging business, Raymond personally managed
and conducted more than 90 salvage operations across the South China
Sea, Indian Ocean, Persian Gulf, Red Sea and the Mediterranean Sea.
His stint included an appointment as a Salvage Expert to the
National Iranian Tankers Company (an Iranian State-owned Enterprise)
for 3 years in Tehran, Islamic Republic of Iran, during the
Iran-Iraq Conflict.
Raymond’s marketing
experience in China began in 1989 when he joined Baker Marine
Energy, Singapore, as its Marketing Manager. Baker Marine Energy was
an American company in the marine offshore oil & gas industry
involved in jack-up design and construction. In the same year,
Raymond secured one of the biggest offshore projects worth US$96
million with China National Offshore Oil Corporation (CNOOC). Thus
began his new involvement and partnership with CNOOC which continues
until today. With this connection, Raymond moved to the then
Sembawang Group (Singapore) to form Chiwan Offshore Petroleum
Equipment Repairs & Manufacture Co. (CPEC), a joint venture with
CNOOC in China and became CPEC’s first General Manager in 1992. He
has since been based in China.
In 1996, Raymond was
awarded the “Foreign Economic Expert Certificate” by the Chinese
Foreign Ministry for his contribution to China’s Economic progress.
In 1998, he was appointed Economic Advisor to the Rong Cheng
Municipal Government in Shandong Province. His role was to advise
and assist the city in its quest for foreign investments and
economic expansion.
In May 2001, he founded
Citilink Group, which is actively involved in infrastructure, oil
& gas; petrochemical and shipping industries in China for its
global clientele. Under Raymond’s leadership, Citilink Group
generated over US$120 million worth of projects for its clients
within its first 4 months. In 2002, it generated over US$600
million worth of projects in the petrochemical industries.
Raymond is fluent in both
English and Mandarin.

Wang

Jenny was born in Beijing and grew up with her
parents in the Ministry of Communication, Beijing, China. She
studied International Trade and English Language in the United
University of Beijing. In the 1990s, she moved to Shenzhen Special
Economic Zone and worked in various capacities in China Merchant
Holding, Shekou, Shenzhen.
Jenny is one of the
founding members of Citilink Group and serves as its Director and
Group Chief Financial Officer. Jenny heads Citilink Project Services
Shenzhen Limited and Shenzhen Cpec Company Limited, a wholly-owned
Chinese company of Citilink Consulting Group. Jenny is the Chief
Executive Officer of Shenzhen Cpec Company Limited, which was
founded under Citilink Group in 2004.
Carolina Wang
General Manager

Carolina graduated from Beijing, China and Sydney, Australia. She started her work experience when she joined China Merchant Holding Limited, one of the oldest Chinese Companies in the China Modern History, as one of its Administrative Managers in 1984.
In 1991, she moved to Bangkok, Thailand to commence her 10 years of international marketing, trading and freight forwarding businesses in various organizations.
Carolina joined the Citilink Group in 2001 as Project Director for international Event organization, which involved financial IPO, international Orientation Trips, Conferences and Roadshows for IPOs. In this capacity, Carolina headed many oversea trips to Australia, the United Kingdom, Europe and the Scandinavian countries.
Prior to moving to her present position as General Manager of Citilink Consulting Group, Carolina was involved in organizing, marketing and administration of an International School in Shenzhen, China.
Carolina is fluent in Mandarin, English and Thai.
Ezio Felisa
Senior Consultant
Chief Representative, Italy

Mr. Felisa was borned in La Spezia in Italy in 1944. His childhood and education was spent in Italy and graduated as an Electronic & Telecommunication Engineer in 1963.
Mr. Felisa joined the Italian Navy and was served as a Naval Electronic officer for eleven years. He joined Italy’s leading Marine Corporation, SNAM upon leaving the Italian Navy in 1975. From 1975 to 1991 Mr. Felisa served as a Technical Engineer for Electronic and Automation System.
Between 1991 and 1992 Mr. Felisa was posted to China as SNAM’s chief representative for the Offshore FPSO operations.
Mr. Felisa travelled extensively in China during this tour of duties. He returned to Italy from 1992 to 1998 where he was responsible for all SNAM’s fleet training and manning. Mr. Felisa was posted back to China from 1998 to 2001 where he undertook SNAM’s businesses and operation in China Offshore and became a Consultant since 2003.
In 2004, Mr. Felisa
retired from SNAM and became Chief Representative and Senior
Consultant of Citilink Consultant Group of Hongkong. He now head
Citilink Italy based in Milan, Italy.
Michael Jackman

Li Pingzheng
Senior Consultant
Mr.
Li Pingzheng graduated from Chong Qing University in the then
Sichuan Province in 1967. He began his long and distinguished career
working as an engineer in Chinese petroleum refineries before
joining China National Offshore Oil Corporation in 1976.
Mr. Li was involved in
many major offshore development projects at management level in the
PMT. These projects are, among others, Weizhou 11-4 project in South
China Sea; PingHu Gas Project in East China Sea. He also headed the
Engineering Department and Research Centre of CNOOC Zhanjiang before
he became a Senior Consultant to Offshore Engineering Company of
China National Petroleum Company.
He was appointed Senior
Consultant of Citilink Consulting Group in 2006. He is based in
Citilink Consulting Group, Beijing, China.
Donald
Goh
Director
Donald was born and
educated in Singapore. He graduated from the then Nanyang
University (now known as Nanyang Technological University of
Singapore). Fresh from university, he joined the Ministry of
Defense, Singapore. During his 11 years of service in the Ministry,
his portfolio included manpower planning, personnel
administration, management services, systems analysis and
productivity. In 1986, Donald left the Ministry of Defense to join
an international trading and manufacturing company as its General
Manager. While there, he was responsible for formulating
and implementing marketing and production strategies. In 2003,
Donald joined one of the biggest garment manufacturers in Singapore
and an international brand name, Ghim Li Group of Companies. As
Operations Manager of Ghim Hong Apparel (Guangzhou) Pte Ltd, he was
responsible for the formulation and implementation of supply chain
management, office administration and human resource. In 2004,
Donald became Director and Country Manager of Ghim Li Lanka (Sri
Lanka) Pte Ltd.
Donald has been the Chief Operating Officer of
Citilink Group since June 2005. He is married with three
children. In his spare time, Donald enjoys
reading.
Richard Fu

Richard Fu graduated from the Central Institute of technology, Department of Marine Engineering in 1982. In June 1995, he gained the title of Marine Powerplant Senior Engineer from the Navy 4804 factory also obtained certificates for it.From August 1982 to December 1995,he worked in Chinese People's Liberation Army No. 4804 factory (Zhanjiang waterfront shipyard ) as shipbuilding Assistant Engineer, Engineer, Senior Engineer,Project Engineer, Technical Director, Deputy Chief Engineer. Since January 1996 till now,he is responsible for offshore oil projects , installation and repair of electrical ship equipment.
During this time ,he organized,managed and participated in various large oil companies of offshore oil projects and installation and repair of electrical ship equipment items such as:
Phillips Petroleum Company Xijiang drilling platform main generator (Caterpillar) installation and repair;CACT workers group rig drilling and completion device pipeline from the main air compresso.
Fanny
Wang

Fanny is from Changchu, Northeast China and she graduated
from South China Normal University with a Bachelor degree in Human
Resource. Fanny has almost 8 years of experience in human resource
and project procurement in the offshore and onshore petroleum
industries. She was also involved in the management, organization
and coordination of several projects including the CACT deck
project, Phillips XJ project, LF13-1 project and Devon-Panyu
project.
As Deputy Manager of
SzCpec, Fanny is responsible for the operations and office
administration of SzCpec. She is also involved in projects and human
resource procurement. Working closely with the General Manager of
SzCpec, Fanny has assisted and been involved in several projects,
such as the Nanjing-Yangtze Petrochemical Project and the
Huizhou-Nanhai Shell Project.
Ren Xiao

Xiao Mei is from Jiangsu, China and graduated from Jiangsu
Finance and Economics College. Upon her graduation, she began working in
Qidong Wuzi Dasa Co. (Group) Ltd, which had companies involved in
the hotel, department store & steel trade industries. Xiao Mei
was involved in department store operations and finance for 5 years.
In 1994, with the impending establishment of Wuzi Hotel, she was
appointed as its finance manager and was responsible for finances
and the institution of a proper accounting system.
In 1996, Xiao Mei joined
Chiwan Offshore Equipment Repairs/Manufacture Company (CPEC) as its
cost accountant, tax accountant and finance
manager.
In 2005, she joined
Citilink Group as its finance manager. She has extensive experience
in accounting and is accomplished in instituting accounting systems,
tax planning and costs control.

Hang
Project Manager, Shenzhen

Born in 1953, Qi Hang is a native of Wu Han, China.
Graduating from Wu Han Iron and Steel Industry College with a degree
in mechanical engineering, he joined the
Ministry of Railway in China as a mechanical engineer in 1978 and
eventually rose to the position of Chief Engineer in the Quality
Control Department. After 15 years in the Ministry of Railway, Qi
Hang joined Chiwan Offshore Equipment Repairs/Manufacture Company
(CPEC) as the QA Manager where he works closely with international
certification companies, such as DET NORSKE VERITAS (DNV) and CHINA
CLASSIFICATION SOCIETY (CCS). Qi Hang has been a project manager
with Citilink Group since its formation in 2001.
