Mr. Qian Fu Hao, a native of Zhejiang Province was born in
1941. He graduated Beijing Petroleum University in
1966.
Upon graduation, Mr. Qian
was started his career in an oil field located in Sichuan Province.
As its Deputy Team Leader and Assistant Engineer, he was primarily
involved in its operations. The team was responsible for drilling
activities in the mining areas under the control of the
Administrative Office of Sichuan Oil Fields.
After 10 years of
experience in Sichuan, Mr. Qian and his team were transferred to Hua
Bei Oil field in 1977. In 1980, he was promoted to Drilling Engineer
in 1980.
With the formation of
China National Offshore Oil Corporation (CNOOC), Mr. Qian was among
the selected few to be transferred to CNOOC in
1982.
Between 1982 and 1993,
Mr. Qian held various positions in CNOOC where he was responsible
for offshore exploration and drilling operations. Adopting a
hands-on approach, he worked closely with Chinese as well as foreign
operators. During this period, he held various positions such as
Chief Representative, Manager and Deputy Engineer in the Production
Operations Department of CNOOC Shenzhen Branch.
In 1992, Mr. Qian was
named and awarded the honorary title of “Offshore Petroleum Model
Worker” by the Chinese Government.
In April 1993, he was
promoted to Deputy General Manager of CNOOC Shenzhen. Within a year,
Mr. Qian took over as Presidency of CNOOC Shenzhen until he was
promoted to the position of Chief Engineer of CNOOC Limited in
Beijing in 1999. CNOOC Limited is the listed arm of
CNOOC.
During Mr. Qian’s tenure
as President of CNOOC Shenzhen, the production capacity of the CNOOC
Shenzhen reached its highest level of production of almost 14
million tonnes annually.
In 1996, Mr. Qian was
awarded the honour of being Guangdong Province’s 4th most
Excellent Scientific and Technical Entrepreneur.
In 2001,
he retired from CNOOC and joined Citilink Group as one of its
founding members.

Mr. Majid Parasmand, Managing Director of Icetext
International Ltd, is based in the United Kingdom. He has many years
of experience in the Shipping & Transportation with the remarkable
achievement as head of NITC salvage operation during Iran-Iraq war
in the Persian Gulf before moving to the United Kingdom in the late
80s.
He has travelled extensively to the Middle East
and China and other parts of the world as an International Advisory
Board of the Citilink Consulting Group in addition to his other

Born in China in 1934, Mr. Wang was one of the pioneers
sent by the Chinese government to Bucharest Petroleum College,
Romania. He graduated in 1959, with a Drilling and Production
Engineering Degree.
Upon his return to China,
Mr. Wang started his career in the oil and gas industry in 1953 as
an engineer in various onshore oilfields under the then Ministry of
Petroleum, including Da-qing, the largest onshore oilfield in China.
From 1959 to 1980, he was involved in various drilling and
production operations of Sichuan and Da-gang oilfields. In 1974, Mr.
Wang was promoted to Deputy Chief Engineer of Hua-bei Oilfield and
was in charge of production management.
The formation of CNOOC in
the late 70s marked a new milestone in Mr. Wang’s career. He was one
of the outstanding managers selected to assist and be a part of this
new establishment. In 1980, Mr. Wang was appointed Vice Chief
Engineer and Head of the Engineering Department of CNOOC Shenzhen.
CNOOC Shenzhen overseas the largest offshore sector of CNOOC and was
one of the first sectors opened up to foreign participation through
Production Sharing Contracts.
In this capacity, Mr.
Wang was involved in the development of several offshore oilfields
from the preparation of feasibility studies to the final on-stream
production phase. He worked closely with foreign oil majors such as
Aqip, Chevron, Texaco, JHN, Phillip Petroleum and AMOCO. This
included a stint of over a year in Houston, USA as Chinese Project
Manager for the Liu-hua Amoco offshore project.
In 1995
when he retired from CNOOC, he joined CPEC Shenzhen, a joint venture
between CNOOC and Sembcorp Singapore as its business Advisor. His
duties included management of the CPEC Shenzhen, international
marketing and business development. The expansion and
diversification of this scope of business eventually led to the
formation of Citilink Group, of which he is one of founding
members.

Mr. Cheong Quee Wah was born in Singapore in 1943.After receiving his primary and secondary education in Singapore, Mr. Cheong was selected and sent to The University Of New Brunswick in Canada in 1964 to read Mechanical Engineering as a Colombo Plan Scholar under the Singapore Government's Scholarship Scheme. He graduated with a Bachelor of Science in Mechanical Engineering with a first Class Honour in 1968.
He returned to Singapore and was assigned as Senior Officer, Singapore Economic Development Board (EDB) and subsequently, Project Director in the Ministry of Defence. During this period, Mr. Cheong was sent to the University of Singapore where he obtained his Master of Science (System Engineering) in 1971. In the same year he was awarded the title “Professional Engineer” (Mechanical Engineer) by the professional society. In 1973, Mr. Cheong obtained yet another professional degree, Diploma in Business Administration from the University of Singapore.
In January 1974, Mr. Cheong was assigned as General Manager of Singapore Shipbuilding & Engineering Private Limited, a shipyard owned by the Ministry of Defence. IN the same year, he received his first public service award from the President of the Republic of Singapore – The Public Administrative Medal (GOLD) for his contribution to the Nation.
In October the same year Mr. Cheong was promoted to the post of Director of Manpower in the Ministry of Defence. Here his advancement was rapid and by November 1977, he was promoted to Permanent Secretary (Defence), the most senior civil servant in the government ministry.
Between 1977 and 1992, in addition to the Defence Ministry, Mr Cheong had the great honour to serve in three other government ministries, namely the Home Affairs Ministry, the Environment Ministry and the Law Ministry, which enhanced his management experience enormously.
He left the government service in 1992 to join the Sembawang Group (SembCorp's former name) as the Executive Chairman of its Engineering Company. In 1996, he stepped down from this post and was appointed the Executive Director of the SembCorp.
In 1999, he became the President of the SembCorp Waste Management Company.
During his career in the government service and SembCorp, he had sat on more than 50 business companies and government Statutory Boards either as their Chairman or Director. The activities involved by these companies and organisations ranged from town planning to properties, shipyard to aerospace, defence and security equipment to petrochemicals, energy to electronics, food to engineering, as well as infrastructure and industrial estate development, etc.
The above appointments also covered Singapore investments overseas in Indonesia, Vietnam, China, Thailand, Pakistan and the Middle East.
His international commercial experience was further enhanced when the Singapore Prime Minister appointed him in 1994 as the co-chairman of the Singapore-British Business Council (SBBC) and a member of the German-Singapore Business Forum. He also sat on the Singapore-Sichuan Trade & Investment Committee. He relinquished these appointments in 2001.
For his contributions to the SBBC, Mr Cheong was bestowed the award of The Commander of British Empire (CBE) in 2001 by Her Majesty, the Queen of Britain.
Mr Cheong added a few more titles/honours to his impressive track records with the award of 'Fellow of the Institute of Engineers, Singapore' in 1986, and the 'National University of Singapore Distinguished Engineering Alumni Award' in 1999.
Mr Cheong has stepped down as Director from most of the SembCorp companies, except in the SembCorp Waste Management where he is its Deputy Chairman and consultant.

Mr. YAMANE

Yamane-san was born in Japan in the 40s. After his University, Yamane-san went immediately into the Petroleum Industry by joining Japanese Oil Company, called Maruzen Oil Company Ltd as a sales engineer for lubricants and fuels. After 15 years. He was seconded to Chitose and Company Limited, one of the biggest distributors of Maruzen Oil Company Limited where he was engaged in general import and export business for petroleum products.
In 1978, Yamane-san was transferred to Maruzen Oil Industries Co. Ltd. Abu Dhabi, United Arab Emirates where he was involved in crude oil and LPG trading as well as liaison and coordination of importation of oil and non oil products into the Middle East.
In 1984, he was transferred to Cosmo Oil Company Limited following its merger with Daikyo Sekiyu for trading, procurement of crude and refined petroleum products. In 1987, he was promoted to lead Japan-Indonesia Oil Company in Jakarta, Indonesia. His main duties were trading on crude and petroleum products between Indonesia and other countries. Following another merger, Yamane-san was again promoted to lead another Company, Pacific Petroleum Trading Company Limited, one of its partners being the Indonesia National Oil Company, Pertaminas. In 1998, Yamane-san founded Avant Energy Pte Ltd, a consulting and trading company in Tokyo, Japan. He is the President and Managing Director. In this new capacity, Yamane-san teamed up with Citilink Consulting Group, Hong Kong in 2000, facilitated some of the biggest petrochemical projects in China for Marubeni Japan, Japan Gas Corporation and Yokogawa Electric Corporation and successfully secured petrochemical infrastructure projects worth over USD700 million from China National Offshore Oil Corporation.

Pan

Mr. Pan has over 30 years of experience in design and project management in the marine and offshore oil & gas industries.
Mr. Pan graduated from the South China University of Technology in 1966 with a degree in Naval Architect and Marine Engineering. After his graduation, Mr. Pan spent 12 years as a Naval Architect designing and fabricating merchant ships in Guangzhou Shipyard of China State Shipbuilding Corporation (CSSC). Subsequently in 1979, as a visiting scholar, Mr. Pan studied Offshore Engineering and Project Management at the Marine Technology Centre of Norway’s Trondheim University. After his studies, he worked in Aker Engineering Co. Norway as a Naval Architect designing offshore production platforms until 1983.
After his experience in Norway, Mr. Pan returned to Guangzhou, China and worked in the marine and offshore oil and gas industries in the area of design and project management of the FPSO and production platforms. Between 1983 and 2000, Mr. Pan served in various capacities in Guangzhou Marine Engineering Corporation (GUMECO) of China State Shipbuilding Corporation (CSSC), China. Mr. Pan’s began in GUMECO as a Research Professor, and he rose to Senior Naval Architect, Chief Engineer and finally President of GUMECO in his 17 years of service. During his time in GUMECO, Mr. Pan was mainly responsible for domestic and international marketing and business development, engineering and scientific research, project management and administration. Over the years, Mr. Pan has built up and now enjoys good relationships with high ranking officials in the Chinese Central government, shipyards (CSSC, CSIC and Jiangsu Province), design and research institutes, shipping companies such as COSCO and Sinotrans, and offshore oil, gas and petrochemical companies such as CNOOC.
After an illustrious 17 years in GUMECO, Mr. Pan left to assume the position of Chief Representative of Terasaki Electric Co., (F.E.) Ltd in Shanghai in 2000. In his capacity, Mr. Pan was responsible for Terasaki’s domestic marketing and business development efforts in China with a focus in the marine, offshore oil and gas, petrochemicals and energy industries. Mr. Pan was also responsible for project management and administration.
In 2002, Mr. Pan became the Senior Lead Naval Architect, Research Professor and Vice President of Marketing for Richtech Engineering (Shanghai) Co., Ltd.
Fluent in English, Mandarin and Cantonese, Mr. Pan has been a Advisor with Citilink Group since 2001.
Priscilla
Ng

Priscilla has been
involved in the education sector in Singapore and Hong Kong for
almost 30 years. She began her career in education in Singapore and
spent over 20 years in the education sector there. During this time,
she started off as a teacher in a local government school,
subsequently rising to the positions of Vice Principal and Principal
of other local schools. Priscilla also worked with the Ministry of
Education, Singapore, as a Senior Inspector of Schools. Her duties
involved supervising and monitoring the development of secondary
school principals and appraisals of secondary schools. In 1991,
Priscilla was appointed as Principal Designate of the Singapore
International School (SIS) in Hong Kong, the first school
established by the Ministry of Education, Singapore. As Principal
Designate, Priscilla conceptualized, set up and implemented the
entire system, structure and policies of SIS. In the same year,
Priscilla became the Principal of SIS. In 1997, Priscilla returned
to Singapore where she worked as the Assistant Director of the
Private Schools branch, Ministry of Education, Singapore. She
oversaw the registration of private schools and monitored schools
providing special education and pre-primary education. In 1999,
Priscilla assumed the position of Principal of a Singapore school
where she served until 2002.
Priscilla has a Bachelor
of Science (Hons) in Applied Chemistry from the National University
of Singapore (NUS) and a Diploma in Education from the Institute of
Education, Singapore. She also has a Masters in Education
(Administration) from NUS, which she attained on a scholarship from
the Ministry of Education, Singapore. Priscilla is one of the
founding members of Citilink Group.
Jimmy G.G.Chua
Director
Jimmy was born in Singapore. He is a keen golfer and yachtsman and represented Singapore in yachting and won two gold medals at the SEA Games.
He is a qualified teacher and later left the teaching profession to join the Republic of Singapore Navy in 1970. He graduated from the Britannia Royal Naval College, Dartmouth, U.K. as a Midshipman.
In the Navy, he held numerous positions in the fleet and commanded a variety of Ships. He retired in 1993 as a Lieutenant Commander.
After he retired from the Navy he went on to pursue a career in the Lifestyle Industry. He also taught seamanship and practical sailing in a Nautical School. In between he undertook luxury yacht projects and deliveries. His other passions are cooking, art and travelling. He traveled extensively across both sides of the Pacific Rim and Middle East.
Jimmy became a Member of The International Advisory Board of Citilink Group in 2001. He is primarily involved and responsible for lifestyle business in his capacity with the Group. He was a key member of the Citilink抯 Project Team for the various IPOs logistic service projects for Chinese Corporations. These projects took him to Australia, Indonesia, Hong Kong, China and Europe.
